halllilley: This one has been here a while and I have decided to let it go due to low traffic. Thanks to those that worked through this puzzle and made the find. If you wondered how I arranged the puzzle it was double encoded:

1st: Decode the encrypted text using a Caesarian Shift where N = 4. This gives a result of: “JYQDIMJAGA2C4MBTGYQFOIBZGYQDAMBOGU2TK(Congratulations, you solved the first half of the puzzle).”

Then decode only the remaining encrypted text using a Base 32 to text decoder. Both tomeko.net/online_tools/base32.php?lang=en and paulschou.com/tools/xlate/ work fine. The solution decodes into clear text.

Girl Scouts Spirit of Nebraska has six unique camp properties throughout the state.   Camp Maha, one of these camp properties, is perched above the picturesque shores of the winding Platte River.  It was established in 1936 and has been in continuous use ever since.  Camp Maha is the perfect setting for an outdoor experience full of exploration. On 142 acres of dense, mature woods, is a wide variety of activities including archery, swimming, wilderness, leadership, science, arts & crafts, drama, camping, conservation, and hiking.  Camp Maha is close to Omaha, but far enough away that you will feel miles from bustle of the city.  I spoke to the Camp Ranger and received permission to place the cache in its present location.

You are looking for a small green bison capsule.  You do not have to go beyond the gate marked Private Property, No Trespassing. You will need to solve the following puzzle for the capsule’s coordinates:

This is a double encrypted puzzle.  Two things you need to know are N = 4 and Base 32 to text. When you decode the Base 32 be sure there are no spaces at the end of the string.

I added something to the first decryption so it will be obvious you have the correct solution. When you do the second decryption only decode the first part up to the equal marks. Do not include the clear text in the second decryption. Hope this helps in solving the puzzle.
