The large wheel that you find here was once used by the Basket Factory.
You are looking for a green pill bottler (formerly a black nano, but I ran out of nanos) located inside the round hole on the left part of object, when facing the road. Here is a picture of where to look.
You can probably park in the GO Station parking lot across the street.
