This portion of SE Sandy Boulevard was extended into the heart of East Portland back in 1928, with the hope of diverting travelers from crossing the Burnside Bridge into Portland. During the construction of this extension, many houses and buildings were razed to accommodated the new roadway. Up until recently (fall of 2014), the surrounding "triangles" along SE Sandy Blvd were paved expanses of the streetscape with no curbs or sidewalks.
In 2007, I began working with local community members and City staff to make safety improvments and enhance the surrounding streetscape along this portio of SE Sandy Blvd. The surrounding stormwater facilities collect rainwater runoff from over 1.5 acres of impervious surfaces and incorporate basalt pavers that were dug up from old Portland streets.
The cache container is a little fussy to put back together. First line up the colors on the latches and the lid. Then loosely clasp each of the latches onto the hooks. Finally, push down all three latches at the same time to secure the lid.
This is not a typical cache and has only been made possible because of a special approval from the City of Portland
