Some puzzle caches are quite hard, so only the dedicated attempt them. After a short period of finding frenzy, they only get found once every blue moon.
Hopefully the frequency with which this puzzle cache is found will be fairly high, with a good distribution of smileys between cachers of differing experience and abilities.
