This area of Anchorage is called "Bootleggers Cove" -- an area below the Anchorage downtown plateau and nearly at sea level next to the mudflats of Cook Inlet. The cache is winter-friendly and designed to be hidden from muggles, but not so hard for keen-eyed experienced cachers. This hide could be tough for beginners.
Bootleggers Cove neighborhood was greatly affected by the 1964 earthquake, the third largest earthquake ever measured. The earthquake itself only directly killed 15 people, but the resulting tsunamis killed 124 more, including 5 in Oregon and 13 in California.
Today Bootleggers Cove probably has the most modernistic architectural style buildings in Anchorage, interspersed with many older buildings. The neighborhood suffers from having the railroad line nearby cutting off most access to the water, but it benefits from being a hidden area of downtown within walking distance of many jobs and restaurants.
