This Cache is the beginning of An Art Cache: The Big Dipper. From Start (Phecda) to Finish, this art cache is 2.25 miles (40 mins not to include looking for the other caches). This geocache is located across the 4 lane street, outside the access road to the main gate of US Navy's Fleet Activities Sasebo, Japan. This Geocache is available for all personnel 24 hours a day. This is not on the military installation at all. Security personnel do not patrol this area. There really isn't any parking for this cache, but it is a nice walking area. The location is a high traffic area for pedestrians.
This is the inscription on the monuments plaque:
Hello everyone on Earth!
It is heart to heart exchange. The shape is an expression of desire for this avenue to become a passage with gentleness of a heart-to-heart contact, which is the base and symbol of exchanges between the people with hearts. A modeling much refined. We hope the clock tower will become a lovely and endearing being that calls to the passers by saying, "Hello" & Happy Caching.
