Span the Gap Mystery Cache

A simple puzzle to help bridge the gap between winter and spring, work out the numbers while warm by the fire and then head out to grab it. The cache is not at the published co-ordinates, but it is close by.

This is a two stage puzzle, solve the codes and ciphers, then make the link to get the right numbers.

The cache can be found at a vaguely suitable location and is more or less a park and grab. Please park carefully as the road can be busy at times and is mostly un-lit. BYOP and you may need tweezers.
