Have found caches in 15 different states - NZ has 3 states (Chatham Islands, North Island and South Island)

Or 

Have a combination that equals the equivalent - each country is the equivalent of 3 states. So if you have found caches in Fiji, NZ, Austalia, South Island, North Island, Queensland, New South Wales, Northern Territories and Tasmania.

Or

USA, New Zealand, North Island, South Island, California, Arizona, Hawaii, Arizona, Florida, Idaho and New York
