Rock Rabbit: I brought this cache before the appeals team at HQ and the consensus is that a cache listing cannot hold a location for 5 years (or possibly more) without a cache to find. I am archiving it now and suggest you watch the construction and start fresh with a new listing when the area is accessible again.
