The shopping center is done with renovations and this area is now fully reopened, and what a change a year and a half makes!
This might be a quick park 'n' grab, or it might require waiting out the muggles for a very long time indeed. It all depends on when you decide to make your way to this cache and a little bit of luck - even while nightcaching you might find yourself waiting out the muggles!
