From Fort Stevens parking lot C (free), walk back on the entry road until your satellite instrument points south.

9/5/2019 update: If you're having a problem locating the cache with published coordinates then try this. Using these coordinates N 46 13.581 W 124 00.648 which is a point on the south edge of the road, look south. The large rock mentioned in the hint should be clearly visible 7-8 yards out.
