A New York style fire escape ladder. Quite a rare sight in Bucharest.
It belongs to the former "Galeries Lafayette" built in 1928 modelled after the great Parisian department stores. Nowadays, although still functional, the ladder has lost it's purpose. It can't be accessed from the intermediate floors, only from the roof and the mobile part leading to street level can't be operated because of the fence underneath.
P.S. Please be cautious. You are surrounded by police buildings and video cameras (to the left of the fire escape ladder is the rear entrance to the Bucharest Police Headquarters, and the parking lot where the cache is hidden belongs to the Romanian Police Headquarters). There are often police officers nearby watching the traffic.
