Salem was founded by Jason Lee at the confluence of where Mill Creeks meets the Willamette River. Waterways are very important for nearly every city to develop. It was a means of transportation and commerce, as well as providing power for industry. The Willamette River is the heart of the valley with Steam Ships coming up river to Salem and further south. Mill Creek became important for the early Grist and Lumber Mills. Water Flow on the creek was increased when a tap off of the Santiam River was made. Pringle Creek also became important for the Oregon Pulp and Paper Company, later Boise Cascade. Now that facility has been shut down is being rebuilt into condos. Shelton Ditch is a diversion off of Mill Creek as a manmade canal to increase the flow of Pringle Creek. Lastly there is The Millrace which come off Mill Creek as well to specifically power the Thomas Kay Woolen Mill.
