Heading

In this puzzle you will be determining the full heading of a classification. Meaning the first four digits out of the 10 full digits of a HTSUS classification. 

For example. Cheese and curd is placed into the following subheading: 0406 (Ch 4 subheading 6) for the purposes of this puzzle, 6 would be the digit you would use. 

Another example: Telephone sets would be classified in the 8517 subheading (Ch 85 subheading 17) you would use 7 in this case.
