Prancūziškojo (Belmonto) malūno komplekso atgaivinimo idėja buvo pagrįsta didžiule pagarba mūsų istorijos reliktams ir nuostabiam Vilniaus apylinkių kraštovaizdžiui.
Visi autentiškieji pastatai ir jų dalys buvo kruopščiai konservuoti ir restauruoti, dabartinė jų paskirtis maksimaliai pritaikyta prie senojo malūno pastatų plano ir erdvės struktūrų.
Tvarkant teritoriją pagrindinis dėmesys skirtas buvusio malūno hidrotechninės sistemos atkūrimui – atkurtas privedimo ir nuvedimo kanalas, virš jo pastatyti septyni tiltai ir lieptai, įrengta kaskadų ir fontanas. Šio kanalo akcentas – vienas iš didžiausių Lietuvoje vandens ratas. Centrinėje komplekso dalyje įrengtas didžiulis tvenkinys su pusiasaliu, jo vanduo vingiuotu upeliu per dirbtinį krioklį krinta į Vilnelę.
Centro teritorijoje įrengtas ilgas ir sudėtingas pėsčiųjų takų tinklas, kurio ilgis – apie 1 kilometrą, poilsio ir apžvalgos aikštelių, įvairių formų pavėsinių, amfiteatras, gėlynų, fontanėlių ir daugybė kitų patrauklių kraštovaizdžio ir mažosios architektūros elementų.
Įspūdingas viso komplekso naktinis apšvietimas sukuria žavingos ir paslaptingos nakties viziją.
Prancūziškojo (Belmonto) malūno komplekse įsteigtas Belmonto pramogų ir poilsio centras. Šį centrą sudaro komplekso pastatuose įkurtos įvairios paskirties salės.
Salių interjeras, pagyvintas etnografiniais bei antikvariniais eksponatais ir baldais, rodo tam tikrus XIX a. pradžios Lietuvos kaimo ir miesto žmonių gyvensenos bruožus, jų pomėgius ir skonį. Lankytojai šiose salėse gali ne tik pavalgyti, bet ir susipažinti su įvairiomis kolekcijomis – nuo medžioklės trofėjų ir liaudies buities rakandų iki antikvarinių taikomosios dailės dirbinių bei autorinių meno kūrinių.
Didžioji dalis salių yra universalios paskirties. Jų planas ir įranga leidžia rengti uždarus pobūvius, firmų ar šeimynines šventes, organizuoti seminarus ir konferencijas. Dideliems viešiesiems renginiams galima sujungti kelias sales.
Šiose teritorijose lankytojai gali ne tik pavalgyti ant atviros ugnies gamintų valgių, bet ir paklausyti vasarą dažnai koncertuojančių atlikėjų, pašokti, pasigėrėti gamta ar tiesiog ramiai pailsėti ištrūkę iš šalimais esančio didmiesčio tempo.
Tiems, kurie ieško aktyvesnių pramogų, Belmonto centras organizuoja įvairias šventes (ir lauke, ir patalpose), koncertus, žaidimus, vaidinimus, muges, vakarones ar diskotekas. Kartu su Pavilnių ir Verkių regioninių parkų administracija organizuojamos pažintinės kelionės po Vilniaus apylinkes ir įvairios etnografinės šventės.
Iš viso ''Belmonto'' pramogų ir poilsio centre yra 11 įvairios paskirties ir dydžio salių (nuo 20 iki 1000 vietų), bendrai jose gali tilpti iki 2000 lankytojų.
Sutvarkyta teritorija užima 2 hektarus. Joje vienu metu gali ilsėtis, valgyti ar pramogauti iki 2500 lankytojų. Šioje teritorijoje įrengta vaikų žaidimo aikštelė, ramaus poilsio kampelių, dekoratyvinių augalų ir senoviškų padargų bei mechanizmų ekspozicijų, kraštovaizdžio ir istorinių pastatų apžvalgos aikštelių. Besiilsinčių žmonių patogumui įrengta lauko tualetų, dviračių stovų, pažintinių ir informacinių stendų, kitokių funkcinių elementų.
Ties įvažiavimu į kompleksą yra kietos dangos automobilių aikštelė, kurioje telpa 300 automobilių.

The idea of reconstruction of the French (Belmont) mill complex was based on great respect for our historical relics and wonderful Vilnius landscape.
All authentic buildings and their parts were diligently preserved and restored; their current purpose is at maximum adapted to the old mill building plan and space structures.
When managing the territory, the main attention was drawn to the restoration of the former windmill hydrotechnic system – the intake and offtake canal was restored, seven bridges were built above it, as well as cascades and a fountain. The key element of this canal is one of the biggest waterwheels in Lithuania. A huge pond has been established in the central part of the complex, its waters are curving down the artificial waterfall into the river Vilnelė.
A long and complex network of walkway has been established in the central territory, its length is approximately 1 kilometre; also, there are resting and observation sites, arbours of various shapes, an amphitheatre, parterres, fountains and other numerous attractive elements of landscape and minor architecture.
Impressive illumination of the entire complex creates a vision of a charming and mysterious night.
Belmontas Entertainment and Recreation Centre was established inside the French (Belmont) mill complex. This centre consists of various halls established inside the buildings of the complex.
The hall interior enlivened with ethnographic and antique showpieces and furniture shows certain features of the XIX century Lithuanian city and village people lifestyle, their interests and taste. In these halls the visitors, apart from eating, can also familiarize with various collections - from hunt trophies and folk household utensils to antique works of arts and crafts as well as authorial works of art.
The majority of halls are for universal purposes. Their plan and equipment allow the organization of private parties, company or family celebrations, seminars and conferences. For huge public events it is possible to connect several halls.
In these territories the visitors, apart from eating dishes prepared on open fire, can also listen to performers who are quite often performing in summer, dance, enjoy the nature or simply rest from the nearby city pace.
Fro those looking for more active entertainment, Belmontas centre organizes various feasts (both outdoor and indoor), concerts, games, theatrical performances, fairs, get-togethers or discotheques. Together with the administration of Pavilniai and Verkiai regional parks, cognitive tours around Vilnius surroundings and various ethnographic festivals are organized.
In total, there are 12 halls of various purpose and size (50 to 250 places) in Belmontas Entertainment and Recreation Centre, accommodating up to 1000 visitors.
The orderly territory occupies 2 hectares of land. 1500 visitors can rest, feast or entertain here at the same time. There is a children playground, places for a quiet rest, decorative plants, expositions of ancient implements and mechanisms, places for observing landscape and historical buildings. For the convenience of visitors, there are WCs, bicycle rests, cognitive and information stands as well as other functional elements.
Near the driveway into the complex there is a parking lot with hard surface, accommodating up to 300 cars.
