The cache is located in an area along the river that is allocated for preserving the levees. Japan does an excellent job of managing its rivers. You will find that along the banks of most major rivers in Japan the construction of permanent structures has been forbidden. This allows rivers to flood along their natural flood plains without doing much damage to homes and lives. Most of the time the floodplains and levees are open to the public as parks where picnics, walking, cycling, soccer and baseball.
