The parks and town were laid out by Andrew Ellicott in 1795. He later used the same plan for Erie, with numbered streets running east and west and tree named streets running north and south. Every July "Waterford Days" are held in the park and in June there is a car show. In the east park a famous Civil War horse, Frank, was buried, standing up, with military honors. Today the park is used for baseball and soccer.
