Ice and Wind: When I published this cache I believed that it was located on county property and that the nearby parking was along a public road. I've now learned that neither is true. The land the cache is hidden on it privately owned and Hillbend Ln NE is private after the intersection with Kimre Pl.
Based on this new information I have no choice but to archive the cache.
