This is a simple puzzle (or maybe not), it just depends on how easily you think of the correct solution. Maybe you've seen this sort of puzzle before. Maybe this will help someone with the Summer Road Trip Achievement. The cache is not at the posted coordinates, so don't even try to go there--you would have to scale a fence and climb the water tower. That would get you arrested, so don't do it. In fact, there are two water towers in the area, neither one has anything useful toward solving this puzzle.
