THE CACHE IS NOT AT THE POSTED CORDS. YOU CAN LOOK BUT IT'S A VERY BUSY INTERSECTION!!

I was sitting at a family BBQ on Memorial Day. There were numerous topics of discussion going on. The basis of this puzzle was one of them. I had this idea for a while now. I just wasn't sure there was enough info to make a puzzle. After some research I had all the info I needed to put the puzzle together. So here it is:
