take a walk around the town  of lostwithiel (losty as it is known by the youths)

this cache is not very difficult, but it isnt so easy that it could be stumbled upon by unknowing muggles. it is situated in the main carpark in lostwithiel and can be accessed by both cars and pedestrians.
