This cache was hidden before a puzzle had been designed. Then a cacher (no longer active) found it before publication (FBP) while he was out and about in the area. He also grabbed the first to find (FTF) on another of our caches in the same region on the same day. Very well done for both :-)
During a subsequent conversation he suggested that the difficulty of the other cache was understated and that it should be upgraded from its initial D rating. This has been done.
He also suggested a 1 star difficulty (1D) puzzle idea. It seemed such a good idea, that we decided to take his advice and create the 1D puzzle along the lines that he suggested :-)

4: You could ask the cacher where it is, but he no longer plays the game.
