Nel 1925 viene fondata la sezione del Club Alpino Italiano di Vittorio Veneto. Il suo socio fondatore nonché primo Presidente fu Carlo Semenza, grande appassionato di montagna e noto ingegnere per la costruzione di diverse dighe tra le quali quella del Vajont.
Due settimane dopo la sua morte, il 13 novembre 1961, in una seduta straordinaria il Consiglio deliberò la costruzione di un rifugio o un bivacco in sua memoria.
Il 5 dicembre 1961 il Consiglio, alla presenza del sindaco di Tambre, delibera per la costruzione di un rifugio in zona Palantina e in definitiva si deciderà per Forcella Lastè, nell'alta Val de Piera.
I lavori di costruzione iniziarono nel giugno del 1962; presidente della sezione CAI di Vittorio Veneto era ora il figlio dell'ingegnere Carlo: Massimo Semenza.
L'inaugurazione ufficiale avviene nel 1963. Negli anni seguenti l'attività è incentrata su lavori di restauro del rifugio e il Consiglio si impegna in un'attenta propaganda per aumentare il numero di soci e di frequentatori presso il rifugio.
Posto inizialmente nei pressi del rifugio, il 26 giugno 1983 venne inaugurato il bivacco invernale e il rifugio porterà il nome di "Carlo e Massimo Semenza". L'anno seguente il bivacco viene spostato in Forcella Lastè, nella sua posizione attuale.
Nel 1995, grazie ad una iniziativa dell'Enel, il rifugio viene dotato di un impianto di pannelli fotovoltaici mentre altri importanti lavori di adeguamento strutturale e funzionale vengono completati nel 2002.

Founded in 1925 is the section of the Italian Alpine Club of Vittorio Veneto. Its founding member and first president was Carlo Semenza, big mountain enthusiast and engineer known for the construction of several dams including that of Vajont.
Two weeks after his death, November 13, 1961, in an extraordinary session, the Council decided to build a shelter or a camp in his memory.
On 5 December 1961, the Council, in the presence of the mayor of Tambre, the resolution for the construction of a shelter in the area Palantina and ultimately will be decided by Lastè Fork, in the Val de Piera.
Construction work began in June 1962; President of the CAI section of Vittorio Veneto was now the son of the engineer Carlo: Massimo Semenza.
The official opening takes place in 1963. In the following years the activity is focused on the restoration of the refuge and the Council is committed to a careful propaganda to increase the number of members and visitors at the shelter.
Initially placed near the shelter, June 26, 1983 was inaugurated the winter bivouac and shelter will be named "Carlo and Massimo Semenza." The following year the camp is moved Fork Lastè, at its current location.
In 1995, thanks to an initiative by Enel, the shelter is equipped with a system of solar panels and other important works of functional and structural adjustment are completed in 2002.
