There seems to be a popular story that the statue used to hold a fish in his raised hand, but apparently this is just a myth.
More about the incident
The Dogger Bank incident occured on 21/22 October 1904 when the Russian Baltic fleet fired on British fishing boats from Hull after mistaking them for a Japanese fleet. Tragically 3 British fisherman died along with 2 Russians when, in the confusion, Russian ships began firing on each other.

Other, almost absurd, events included one ship claiming it had been boarded by Japanese Marines while another fired over 500 shells without hitting anything.
The incident almost led to war between Britian and Russia.

One of the ships present was the cruiser Aurora, which went on to play a signicant role in the opening stages of the Russian Revolution in 1917 and is now a museum ship moored in St. Petersburg.
