This update is overdue. There still is no drawing center here, but the duct tape was removed a few months ago. I think it had to do with the Department of Homeland Security telling us we needed to hoard duct tape during the spring. Anyway, all words on the 2nd sign are visible, so report them all to the count.

There is no longer a "Drawing Center" here, so you can no longer do optional step 2 here. And 2 of the words on the 2nd sign have been covered over with duct tape. So, what you have to report to the Count has changed from what was originally listed here. You can skip the words that are covered over on the sign; don't interfere with the duct tape that is over them.
There is a critical shortage of a certain substance in Arizona right now. (Besides rainfall; certainly the events of June 2002 highlighted THAT shortage.) I have heard some news reports that the supply of this substance is only one days worth.
To get credit for this virtual cache, you will need to look at the 2 adjoining signs at the above coordinates, and email the Count with the entire exposed text of both signs. Note that there are only 5 words and 1 four-digit number on the first sign, and 5 exposed words and 1 four-digit number on the second sign. Ignore the words under the duct tape. Make sure you do NOT post your answers here, even if encrypted.
That's all you need to do to get credit for this cache, email me the text on the signs. However, there is an optional second step. If you feel so inclined, you can drive to the Drawing Center, go thru the doors, roll up one sleeve, experience a little pain for a little while, and help alleviate the shortage of the substance- and do this in air-conditioned comfort.
They will be happy to take you, even without an appointment. However, if you decide to do the optional second step, it will expedite things if you call in advance and set up an appointment. The phone number to do this is 602-431-9500.
NOTE also that in order to do the optional second step, you will need to go there when the building is open. The hours of operation are as follows:
Monday-Tuesday 9 AM to 6 PM
Wednesday-Thursday 10 AM to 7 PM
Friday-Saturday 7 AM to 3 PM
Sunday Closed
If you do the optional second step, tell them that you are coming in as a result of the virtual geocache.
UPDATE 11-25-2002: Another new way to get credit for this cache! If you'd like to go to the new Drawing Center, and donate something red for the community, you can go directly there, roll up one sleeve, and SKIP going to the headquarters of this organization, which is at the coordinates listed above. You can park near 33 27.831 N, 111 54.517 W, and donate there. You will still need to email me, giving the street address there, and donate that day at that center, to get credit for this cache; I will take your word for it that you actually did donate. IF you do BOTH of these steps (actually donate and email me the street address), you can skip going to the N 33 28.401 W 111 56.793 coordinates and noting the words on the signs.
