Star Trek Clue #17 Replicator Feb 17th Mystery Cache

This is a game of Clue.  Like the board game you need to collect information to determine the victim, the perpetrator, the place, and the weapon.  There will be 7 caches for each, released one a day with the final released on Feb 29^th.  In each cache there will be a code to collect and note the cache it goes with. It is used to solve the final. 

The replicator is a machine in Star Trek that is capable of creating (and recycling) objects.  At first, a replicator simply was used to synthesize meals on demand, but in later series they took on many other uses, creating everything from engineering parts to clothing or recreational devices.

Could the replicator be the weapon? Did a Romulan use it? Did the crime get committed in the crew quarters? Was Scotty the victim?

To solve this puzzle you will have to decpher some computer talk.  When you enter the coordinates into the replicator, these are the characters it substitutes
