Sometime we crack ourselves up. While we usually try to place caches in interesting places, we were driving by this area replacing one of our missing caches and thought this would be a fun place and name for a cache.
You don't have to go inside the fence so it doesn't matter if it is closed or not. Just use a little care in retrieving and replacing, and BYOP.
