Green Planet is part of the Arts Environmental Project, an initiative for creating viewing points of Tokyo Skytree by installing 12 public works of art in the area linking the new tower with Senso-ji Temple.
If you stick your head through this sculpture's holes, you will be surrounded by a green field and the blue sky above you.
