Many years ago (25+), I was bicycling in this area and stopped about 0.1 miles up this service road to enjoy the view and take a sip of water. I felt something poking at my leg and looked down to see a 1/2" long spark jumping between the seat post bolt on my bike and my leg. Needless to say, I got out from under the power lines right away. I gave a lot of thought to what happened and figured out that my bike was acting as a primitive inductor, picking up the electrical field generated by the overhead power lines. Since my foot was on the ground at the time, electricity was flowing out of my bike, through my leg and shoe to ground. Judging by the length of the spark, there were probably more than 1000 volts flowing but fortunately very little current so it was not harmful at all, but it did get my attention. After I placed this cache today, just for the heck of it, I went back up to the spot under the power lines and while standing on the ground, touched a bare metal spot on my bike. This time, the spark wasn't very long but I was definitely getting a shock.
