Star Trek Clue #29 FINAL Feb 29th Mystery Cache

Welcome to Clue, Star Trek style FINAL

This is a game of Clue.  Like the board game you need to collect information to determine the victim, the perpetrator, the place, and the weapon.  There will be 7 caches for each, released one a day with the final released on Feb 29^th.  In each cache there will be a code to collect and note the cache it goes with. It is used to solve the final. 

In order to solve this puzzle you will need to to first complete the following logic puzzle using the information you collected from all the 28 caches and some more information about Star Trek.
