Ever since this feature was installed we have been looking at it and wondering what it is supposed to be or represent. It seems unfinished, maybe the project ran out of money?
Anyway, perhaps this will get some more interest now that there's a geocache on it. There was no room for a writing device, so please remember to bring one.
