The Geocache Maintenance guideline explains a CO's responsibility towards checking and maintaining the cache when problems are reported. Caches that have been archived for lack of maintenance will not be unarchived. This is explained in the Help Center.

Geocache Description:

Flag Counter

This Tower like feature is in fact a chimney from the old Sark Silver Mines. This used to be a working chimney back when the mines were up and running. This is the only one still fully standing to my knowledge. Your looking for a Bison Tube and will need your own Pen or Pencil to log this.. I will see how people get on with this one before revealing more info if need be.
