MNBoyScout Turns 50! Mystery Cache

Sometimes you receive information that's too good to pass up. I've had this puzzle in my back pocket for some time after solving a similar one in the Twin Cities. Thank you to the Golden Valley puzzle geniuses for the idea! I now have the perfect opportunity to create my own version.
