I've found this kind of hide in many places in many states. In fact, my first Canadian find was one of these! I even have one back in my commonwealth of residence, Virginia - but it is illegal! Seems that several years ago there was a conflict between two cachers and as a result the then current Secretary of Transportation made all caches on VDoT property illegal.
