In fact, it's hidden close enough so that solving the puzzle is only necessary if you want to narrow down your search. At the posted coordinates, you will see a multitude of "standard" hiding spots, all easily accessed without crossing traffic or walking more than one or two hundred feet in any direction. You have fences, trees, signs, guardrails, power poles, light posts...just about all the usual suspects. Feel free to head there and try 'em all. You may just find the cache this way without expending brain power on an annoying puzzle.
But if you would rather work the puzzle...well, you may just enjoy puzzles more than attracting the suspicious gazes of muggles while searching every nook, hidey-hole, tree branch and/or magnetic surface.
