Cache is placed with permission, and is easily accessible year round. Lots of treasures to trade. This cache is the first in the water series. The state of the art Winkler water treatment plant was commissioned in March 2011. This plant uses Reverse Osmosis to treat a blend of brackish and fresh water drawn from the Winkler Aquifer.
