This geocache is a solve on sight puzzle

The actual geocache can be found at:

Located at the posted coordinates there is a stone, which has two plaques attached to it. You will use these plaques to solve this puzzle. Use the lower plaque to solve A, B & C and use the upper plaque to solve D, E, & F. 

A: 4th digit in the year located on line 6

B: 3rd digit in the year located on line 6

C: 1st digit in the year located on line 5

D: 4th digit in the year located on line 1

E: 3rd digit in the year located on line 1

F: 3rd digit in the year located on line 2.
