Greensburg and Carnegie 2.0 Mystery Cache

Parking at Lava Lands during the summer season requires a Northwest Forest Pass. If the visitor center is closed, you can park near the Sun-Lava Trail (go to the second/west gate).

To solve the puzzle below, you need the digits in the false coordinates above as your starting points. The cache name is a helpful hint (please ignore the 2.0 part, it is meaningless to the puzzle; this cache is the second iteration of my original Greensburg and Carnegie puzzle cache).
