The first officer commemorated is Constable George Willmett of the NWMP who was shot outside the Imperial in Frank on April 12, 1908. In addition, both Constable Ernest Usher and Constable Fredrick Bailey are commemorated on the memorial for having been killed in the line of duty during the Bellevue Cafe shoot-out following a train robbery on August 7, 1920.
