11. Lock & Lock - Rotary Mystery Cache

The cache is not at the listed coordinates.  You will have to solve the following puzzle to work out the coordinates.
As with other caches in this series there is then a field puzzle to open the cache. Please do not use force to open the cache. If you cannot figure it out please message the CO and provided FTF has gone I will give you an extra hint on how to open it.

Logging Etiquette: Geocache hiders sometimes go through a great deal of planning to place their caches.
