The artisits colony of Tzfat (Safed) is very picturesque. Free walking tours arranged by the local council meet at the entrance to the general exhibition every weekday during the summer at 11am and tell the fascinating story of the history of Tzfat.I can't think of many places in Israel where you could take a walking tour at this time of day in the summer, but the climate in Tzfat is much more comfortable. Our guide explained that the invention of air conditioning made a decline in the popularity of Tzfat as a centre of tourism , as people used to go there to escape the hot weather in other parts of the country! I took the tour, definitely recommended. (It is usually in Hebrew but you can ask in advance for a tour guide who speaks English.)
If you like art galleries you can enjoy the general exhibition, also free entrance.
