Over and under. The coordinates take you to the entrance to the troll's lair. Within, on the west side, look for a gap in the rocks and find the small pile that hides the prize. Fairy dust or long trousers recommended; waders in the winter. Don't mind the spiders.
As I have now had four logs (as of 17 September 2021) saying that they found some velcro but not the cache, I would like to point out that this velcro is under the wrong bridge and that its retrieval would not justify a 4-star terrain rating. Its location also matches neither the description nor the hint.
