There are two stages to this multi-cache. First, you must find the lock we have added amongst the locks lovingly and stoically making your search more difficult. The lock will complete these coordinates N 44o 26.XXX W 088o 03.XXX.
To help you find the lock, we put together clues for you below. There are two benches on the end of the pier. De Pere. Clue #1 tells you which bench to sit on in order to "see" the lock (though you shouldn't really be able to spy it from the bench). Focus on the last names of the sponsors.
Clue #2 will tell you which section of the railing to look at. You see, the end of the Riverwalk Pier is a seven sided shape. You count the sections clockwise from the left hand side. You'll notice that each section of railing thankfully has 8 rows of wire preventing you from falling to a wicked, turbulent death. Thus, Clue #3 reveals which of those wires you should scrutinize in your search, with 1 being the bottom wire. After that, you're on your own.
