Hidden Herring

The cache is NOT hiding at the posted coords.

Yes, there is a hidden herring who has never shown himself. He doesn't really like to do puzzles and that's why he has stayed hidden. While he prefers regular caches, he did have a good puzzle idea so just this one time, the other Red Herrings decided he could hide a ?puzzle cache. He proceeded to hide the cache and decided to place the actual coords right on the cache page- encrypted of course. To make this easier on you, he also made all the information you need to solve this puzzle available right on this site. Of course, the online cipher tool is at a different site. Since he is a little shy, he has decided to remain hidden.
