MO' DOT Mystery Cache

MO DOT has made this great place for us, so I felt it needed a cache!  The cache is not at the posted coordinates but it is the virtual starting point for the puzzle.

And not just a simple Park and Grab at a Park and Ride Lot, but something where you need to play connect the DOTs since the place was provided by MO DOT.  So what are the DOTs and how do you connect them? Once you get to the starting point I think you can guess what the DOTs might be. How many DOTs are there? That's the answer to the ULTIMATE QUESTION.  And if you have any more questions you might need to ask any HITCHHIKERS you see in the GALAXY.
