Can you see the Windmills, Mr Beaufort? Mystery Cache

Came across this puzzle whilst holidaying in British Columbia, and thought of it whilst walking around these trails.

A pleasant stroll from nearby parking locations along well maintained tracks will bring you to the cache site, the views into the surrounding areas change constantly. With the skyline dotted in all directions with many varying man made structures.

With several other caches in the area an extended route is easy to create. 

The cache is not at the given coordinates, to find GZ you will need to solve a windmill related puzzle. Wind speed has a scale with each description having a corresponding  number. A clue if you need it is in the title.
