Negli anni della dominazione austriaca sul Regno Lombardo-Veneto (1814-1866), la città di Verona era una importante piazzaforte militare e molte sue infrastrutture furono rafforzate per inserirla nella linea difensiva del "Quadrilatero", che includeva anche Mantova, Pastrengo e Legnago. Verona riforniva gli altri forti di cibo, equipaggiamento e munizioni.
L'Arsenale "Franz Joseph der Erste", venne costruito tra il 1840 ed il 1861 nella zona nord di Verona, quasi unito a Castelvecchio tramite il Ponte Scaligero. Sorge su una superficie di oltre 60 000 metri quadrati, con una planimetria simile all'arsenale imperiale di Vienna.
Al centro del lato meridionale (quello che dà verso Castelvecchio) è inserito l'edificio destinato alle attività direttive, il Padiglione del Comando, con una facciata che riprende gli elementi architettonici dell'arte del passato, in particolare gli stili gotico e romanico (che richiamano la celebre chiesa di San Zeno). Gli altri otto edifici erano adibiti a magazzini, laboratori e uffici.
Nel 1996 l'Arsenale è stato ceduto dall'Esercito Italiano al Comune di Verona. Purtroppo quasi tutta la struttura si presenta oggi in preoccupanti condizioni di abbandono.
Attualmente il Padiglione del Comando e un edificio della corte orientale sono in parte utilizzati per mostre e manifestazioni periodiche.
Nel cortile interno dell'Arsenale c'è un giardino con un parcogiochi.

In the years of Austrian domination in Veneto (1814-1866), the city of Verona was an important military stronghold. Verona was part of the defensive line named "Quadrilatero", which also included Mantova, Pastrengo and Legnago and supplied other strongholds of food, equipment and munitions.
The Arsenal "Franz Joseph der Erste" was built between 1840 and 1861; its plan is similar to the arsenal of imperial Vienna.
At the center of the south side (the one that gives to Castelvecchio) there's the Hall of the military command. Its facade reflects the architectural elements of Gothic and Romanesque styles (like the famous church of St. Zeno). The other 8 buildings were used as warehouses, workshops and offices.
In 1996 the Arsenal was transferred from the Italian Army to the city of Verona. Unfortunately most of the structure is today in alarming conditions of neglect.
Currently the Hall of Command and a building of the oriental court are partly used for temporary exhibitions and events. In the inner courtyard of the Arsenal there's a garden with a playground.
