In Southwestern Florida, we have a few "neighborhoods" in which networks of roads with signs, curbs and hydrants are in place, but little or no housing development occurred.
We guess that they built it and now they are waiting for them to come. 
The area features mostly unused central public areas pre-designated as "Parks" (where we put the caches). This one is "Green Oak Park" on the map.
Although rare, there may be some traffic so please use reasonable stealth.
(Pretend you are looking for real estate!!)
BUT … in any case, please be careful and replace the cache out of sight just as you found it.
