Welcome to River Road Park, the newest park in Olmsted County. The park is open from sunrise to sunset. This park was created to replace the dog park on West Circle Drive and the community gardens at Essex Park, both of which were pre-empted by the 55th Street upgrades. There's nothing special about this cache, and it should be an easy find. There's a lot of muggle traffic here, both 2-legged and 4-legged so it might help to bring one of your 4-legged friends along with you when you search for the cache.
