This is placed in the same location as one of the first caches I found when I was a newbie cacher, Old Hume by jABs. That cache was archived in June 2011, but this is such an iconic depiction of the main Goulburn landmark - the Rocky Hill War Memorial - that I feel it should again be a place to stop and appreciate the bypass of the Old Hume Highway.
An excerpt from the original cache log follows:
"This cache brings you along apart of the old Hume Highway before Goulburn was by-passed. Since the completion of the bypass in 1992, Goulburn has continued to prosper and grow into the thriving and dynamic community that it is today"
The number of caches since 2011 has skyrocketed so its worth your while to take the time to visit.
